In force since Monday, importation of food, hygiene and medicines exempt from payment of customs duties

Resolution 309 of the Ministry of Finance and Prices, which includes the new regulations for the importation of some products, announced in recent days by the member of the Political Bureau of the Party and Prime Minister Manuel Marrero Cruz, were published last Friday in the Official Gazette No. 62 of the Republic of Cuba and come into force this Monday.

The Government of the nation exceptionally and temporarily authorized the importation, via passenger with accompanying luggage, of food, hygiene and medicines, without import value limit and free of payment of tariffs, until December 31, 2021.

Details of the AGR on the implementation of the measure, to be taken into account by travelers:

The exceptional treatment approved is for the non-commercial importation of food, hygiene and medicines by passengers as accompanied luggage, regardless of their immigration category.

There are no limits in quantity, for which it approved Resolution 213 of July 15 of the Head of the AGR, temporarily leaving Resolution 206 of 2014 without effect, until December 31.

Food, hygiene and medicines will be exempt from paying fees, as provided by the Ministry of Finance and Prices in Resolution 309 of July 15.

The measure does not cover operations for shipments or unaccompanied baggage, for which the regulations and current treatment are maintained. To avoid inconvenience during the passage through customs controls, the products must be brought separately from articles of another nature (examples: footwear, clothing, electrical appliances, etc.).

It is important to know before traveling the regulations established by the country's phytosanitary authorities regarding the control of the food to be imported, so that they comply with these and avoid unnecessary inconvenience during the border crossing. Personal effects will be able to benefit from the green channel, which allows agility in the passage through Customs.

GENERAL DETAILS YOU SHOULD KNOW

People can bring what the airline allows them.

Items classified as food or hygiene items, as well as those identified as medications, that make up part of the luggage accompanied by the passenger, must be presented to Customs in separate packages from the rest of the items.

Toilet, medicine and food can come together, but not mixed with the rest of the articles and other miscellanies that can be imported, because otherwise the traveler will have to separate them at the time of dispatch.

If they bring these items in separate suitcases, as established, they will also be able to enjoy the ease of going directly through the green channel and not going through Customs clearance, since all their products will be exempt from payment.

When the passenger does not agree to separate them, the procedure established for the valuation of these products is applied, in accordance with the corresponding method.

With respect to luggage other than food, medicine and cleaning, these will be subject to the payment of tariffs, as up to now, as long as they do not constitute personal or other effects that are also exempted from the payment.

In the particular case of the airports of Varadero and Cayo Coco, the difference is that, due to the current health measures of COVID-19, it was established that passengers would travel with a single belly suitcase. The food, hygiene and medicines contained in the suitcase will not be charged the tariffs, nor will the limits be applied, he said.

Currently, the José Martí airports in Havana; Antonio Maceo, from Santiago de Cuba; Cayo Coco and Matanzas.

MEDICINES

In the case of medicines, a group of medical supplies are included that are not considered as medicines, but that are necessary for people and have requested that they be allowed to import them. For example: diagnostic devices for analysis and biosensors, disposable sanitary masks, masks for administering oxygen, scalpel blades and handles, gloves, syringes and disposable adult knuckles.

Passengers were recommended, as of the entry into force of the Resolution, to bear in mind the regulations established by the Cuban Ministry of Public Health regarding medicines, specifically those whose importation is prohibited by international regulations and specific to our country, by constituting drugs or others with similar effects.

In this sense, they can go to the internet websites of these organizations or through the system of attention to the population in each of them.

CLEANLINESS

In Resolution 206 there is a list of cleaning products to which these measures will be applied. Others will not be, because it is not possible to list them given the great variety that exists, but everything that has to do with personal and household hygiene will enter without quantity limits and without payment of tariffs.

FOOD

Non-alcoholic beverages will be considered as food, also beer, and therefore they are included.

Rum and other alcoholic beverages are not considered food and cannot be entered with the benefit of this flexibility.

Passengers were recommended, as of the entry into force of the Resolution, to bear in mind the regulations established by the Ministry of Agriculture (in particular Animal and Vegetable Health), for foods of animal and vegetable origin with health risks , whose importation is prohibited by international regulations and those of our country, as they constitute drugs or others with similar effects.
