You started an economic aggression by suspending the quota of Cuban sugar for your market and interrupted diplomatic relations. Your companies Texaco, Esso and Shell, traditional oil suppliers to Cuba, interrupted their supplies by refusing to process crude oil from the USSR. Already in '61, diplomatic relations were interrupted and citizens who wanted to travel to Cuba had to obtain passports specifically approved by the State Department.
