The secretary of the Central Bank of Cuba, Marta Lussón Argüelles, began her speech at the Round Table by specifying that the purpose of the resolution that the BCC proposes to update is to facilitate the payment of customs duties to travelers upon return to the country for importation of goods and merchandise.

The immediate precedent is a 2019 resolution that established the limit for the free export and import of Cuban pesos at 2,000 pesos, which this time rises to 5,000 CUP.

He recalled that these are measures that all countries are obliged to adopt in the border control of the entry and exit of cash, in compliance with international standards, conventions of which Cuba is a signatory, with the interest of preventing and confronting the money laundering and financing of terrorism, and protect national currencies.

There is a current BCC resolution that establishes a limit for free import and export of 5,000 MLC. In this case, the import is free, the official specified.

Once these limits are exceeded, it is in the current norm, 124/20, that a permit from the BCC is required, which is quite expeditious. The bank has up to seven days to respond to the request and the person requesting the export must prove the legality of the funds.

He explained that passengers have access to a form that is delivered to them on the plane itself and it is declared there. Exporting MLCs internationally is capped at 10,000.

In the case of the national currency, he recalled, there are cadecas at the airport. Cuban travelers who have cards in Cuba can withdraw cash for any payment inside the airport through electronic payment channels.
