
Import of Power Plants:
Our State has decided to extend until December 31, 2023, the benefit for non-commercial imports, above the value established today for air, sea, postal and courier shipments from power plants in a power greater than 900 watts. Which materialized through Resolution No. 61/2023, dated March 30, 2023 and published in the Extraordinary Official Gazette Number 18 of March 30, 2023.
Background:
-Resolution No. 218/2022 of the MFP, of August 11, 2022, authorizes until December 31, 2022 the non-commercial import, above the value established today for air, sea, postal and courier services, from power plants with a power greater than 900 watts.
- Resolution No. 328/2022 of the MFP, extended until March 31, 2023, the benefit established in Resolution 218.
Rationale:
The regulations themselves explain that these measures are applied, taking into account the benefits for the residential sector of the acquisition of power plants through shipments, in the face of contingencies in the national energy system.
What does the benefit granted consist of:
- The maximum value, which today is established for air, sea, postal and courier shipments is USD 200.00. As provided in Article 12 of Decree Law No. 22/2020 "CUSTOMS TARIFF OF THE REPUBLIC OF CUBA FOR NON-COMMERCIAL IMPORTS".
- In accordance with Resolution No. 175/2022 of the Head of the General Customs of the Republic that put into force the "LIST OF REFERENCE VALUES FOR NON-COMMERCIAL IMPORTS CARRIED OUT BY NATURAL PERSONS BY ANY WAY"
Reference values established for Electricity Generating Plants:
Up to 900 watts: $200.00 USD
Greater than 900 watts and up to 1500 watts: 500.00 USD
Greater than 1500 watts and up to 15,000 watts: 950.00 USD
- In the case of Electricity Generating Plants of up to 900 watts, there is no difficulty because its reference value corresponds to the maximum value established for shipments, which is USD 200.00, not requiring another procedure. But without the benefit granted it would not be possible to import by shipments those of more than 900 watts.
Customs duty to pay for the import of Electricity Generating Plants:
Up to 900 watts: 1,224 CUP
Greater than 900 watts and up to 1,500 watts: 3,334 CUP
Greater than 1,500 watts and up to 15,000 watts: 6,624 CUP
We mean that this payment does not include the 50.00 CUP to be paid for Customs Services and that it is independent of the payments made to the entities that process the shipment from the sender until it reaches the hands of the recipient.
Import of medicines, cleaning products and food, exempt from the payment of customs duties.
Our state, since July 2021, has authorized the non-commercial importation of products that classify as food, medicines and toiletries, which are imported non-commercially as luggage accompanied by passengers, which can be imported without limit of amounts, in correspondence with the exemption from payment of tariffs provided by Resolution 309 of the Minister of Finance and Prices, of July 15, 2021, whose term is extended by Resolution 298, issued by the aforementioned Holder on December 9, 2022, term that expires on June 30, 2023.

Requirements:
1. Come as part of the Baggage accompanied by travelers:
ACCOMPANIED BAGGAGE: The one that the traveler brings or carries with him at the time of his arrival in the country or the one that arrives with the traveler in the same means of transport in which he arrived in the country.
2. The benefit provided is applied provided that the articles classified as food or toiletries, as well as those identified as medicines, which make up part of the passenger's accompanied baggage, are presented to Customs in separate packages from the rest of the products.
It is recommended that passengers bring these items in separate suitcases from the rest of the luggage to facilitate their transit through the border, in an expeditious, safe and orderly manner.
Travelers must take into account the baggage and weight requirements established by the airlines and make sure that the products classified as food, medicines and toiletries are sent as part of the accompanied baggage in order to qualify for the duty exemption.
When the adopted measures are not applied
1. In the case of unaccompanied luggage of travelers.
UNACCOMPANIED BAGGAGE: The one that arrives or leaves before or after the date of arrival or departure of the traveler. Whatever the means of transport used.
2. Postal or parcel shipments:
POSTAL SHIPMENTS: All those modalities of the International Postal Service recognized by the Universal Postal Union, which are grouped into mail items and postal parcels.
PACKAGE SHIPMENTS: All those received or sent using the services provided by companies and entities expressly authorized to do so, through the use of air and sea routes and duly registered in the Central Customs Registry.
